Rwandans dressed in their best clothes cast their ballots at polling stations across Rwanda Monday in a “festive mood”, FRANCE 24’s Olivia Bizot said, quoting voters who likened Election Day to wedding day. The general cheery mood can be explained by the fact that President Paul Kagame is widely expected to win the election, Bizot said.
